Click-through rate (CTR) is clicks divided by impressions: of everyone who saw your listing, link, or ad, the percentage who clicked. In SEO it measures how compelling your SERP listing is; in advertising and email, the same math applies to ads and links.

CTR depends heavily on position, so judge it in context. The top organic result historically draws a large share of clicks, often cited around 25 to 30 percent, with steep decay below; by the bottom of page one, low single digits is normal. A useful workflow in Search Console is to find queries where you rank well but your CTR sits below what that position typically earns, then rewrite the title tag and meta description for those pages, since that listing text is what searchers are choosing between. Branded queries naturally show very high CTR and will flatten your averages if you do not separate them.
